(Video recording monitoring and sound recording monitoring)


This Statement/Rule is a policy statement of Macao Polytechnic Institute (hereafter referred to as MPI) about video recording monitoring and sound recording monitoring.

1. Video recording monitoring
1.1.

Facilities for video recording monitoring

Based on the need of management, MPI installs video recording monitoring facilities in the Main Campus, other MPI campuses and hostels.

Places with video recording monitoring facilities include: entrances and exits of main passages, entrances and exits of warehouses, corridors, service counters for public reception, areas around punch-in clocks, computer rooms, canteens and parking lots, etc. All video recording monitoring facilities are usually in a state of around-the-clock automatic recording.

Purposes of video recording monitoring

The purposes of Video recording monitoring are:

To guarantee public security, MPI property safety and other legal rights and interests;
To guarantee service quality;
To investigate violations of disciplines or criminal offences, if any.
2. Sound recording monitoring
2.1.

Sound recording monitoring facilities

Based on the need of management, MPI installs sound recording monitoring facilities in the Main Campus.

Places with sound recording monitoring facilities include: service counters for public reception. All sound recording monitoring facilities are usually in a state of around-the-clock automatic recording

2.2.

Purposes of sound recording monitoring

The purposes of sound recording monitoring are:
-  To guarantee service quality;
-  To guarantee the legal rights and interests of the public and MPI staff;
-  To guarantee the accuracy of information release.

3.

Personal data collected from monitoring

For the need of monitoring, MPI takes some technical measures in video recording monitoring facilities and sound recording monitoring facilities to automatically make video and sound recording within monitoring areas according to corresponding date and time.

4.

Use of personal data collected from monitoring

MPI can consult the data recorded for the sake of the abovementioned purposes.

5.

Personnel authorized to monitor and handle the recorded data

Clerks responsible for the security monitoring are authorized to check the immediate recording, but are not allowed to consult the past recordings. Only MPI management board and authorized persons have the right to consult the past recordings. All these persons must abide by this Statement/Rule and have the duty to maintain secrecy.

During the process of investigating a violation of discipline, the recorded data concerned can be transferred to those who are responsible for the investigation.

During the process of investigating offences or crimes, or under the circumstances of legal restraint, the recorded data concerned may be transferred to judicial authorities, criminal police or other organizations.

6.

Data storage life

The general storage life of the aforementioned data is 20 days. During the process of investigating offences or crimes, or under the circumstances of legal restraint, the recorded data concerned may be stored until the date to transfer them to the organizations mentioned in Item 5, or may be stored for a month after a clear and definite judgement, or for a longer time under the request of the organizations concerned.

7.

Consequence to violate the Statement/Rule

Any MPI staff member or student who violates this Statement/Rule must take the disciplinary and/or legal responsibilities.

8.

Rights of staff

MPI staff and students enjoy the information right, the right to request access to the information and the right of opposition. Anyone who requests access to the information must submit a written application to MPI Secretary-General.

9.

Validity date and the right of interpretation

This Statement/Rule was approved by MPI Management Board on July 15, 2013, and will take effect on July 16, 2013. The document “Macao Polytechnic Institute’s Statement about Personal Data Collection (video recording monitoring)” which took effect on December 14, 2007 terminates on July 16, 2013.

Questions or missing items arising from this Statement/Rule will be decided by MPI Management Board.
