Summary:

This publication is one of the academic reports of "One Country, Two Systems" in 2012. The report proposed that, due to the increasing civil and commercial communications between the Mainland, Taiwan, Hong Kong and Macau, the number of inter-regional civil and commercial conflicts also increases. It thus creates a situation of "one country, two systems, three legal systems, four judicial regions" in China. Through studying the empirical cases of the mutual recognition and execution of civil and commercial judgments between the Mainland and Hong Kong and that between the Mainland and Macao, the authors conclude that: it is necessary to establish the mutual recognition and execution mechanisms of civil and commercial judgments between the Mainland, Hong Kong and Macao, as it helps to protect the fundamental rights of the residents. The existing mechanism needs to be improved. Three phases for the perfection are suggested: the first phase is the "arrangement" mode; the second phase is the "model law" mode; and the third phase is the "central legislation" mode.

Summary:

The Academic Conference on “Constitutional Development and ‘One Country, Two Systems’ Theoretical Exploration” was held by the One Country Two Systems Research Center of the IPM in June 2012. The proceedings contain the 27 articles submitted to the conference. It is divided into 4 sections: (1) the “One Country, Two Systems” theory and the Basic Law, which elaborate the “One Country, Two Systems” theory and the correct understand of the Basic Law; (2) the Special Administrative Region System, which includes articles of some macro thinking about the SAR System as part of the basic political systems of China; (3) constitutional development and democratization, which is about some thoughts on the constitutional development of the Macao SAR; and (4) the relationship of law reform and legal construction. The proceedings provide new insights and updated information for the better understanding of the constitutional development of the Macao SAR and the “One Country, Two Systems” theoretical exploration.

This publication is one of the academic reports of “One Country, Two Systems” in 2012, completed by scholars of the One Country Two Systems Research Center, MPI. “One Country, Two Systems” is a theoretical innovation a nd institutional innovation. It is a research report from a new perspective to observe and analyze the social development in the Macao SAR. It investigates the historical evolution, the regular pattern, and the existing problems of the broadcasting industry in Macao. At the same time, possible suggestions for the future development of the broadcasting industry in Macao are proposed. It is believed that the cultural cooperation including the broadcasting collaboration between the Macao SAR and the Mainland is helpful to the sustainable development of the industry. The collaboration can also enhance Macao’s roles as the information platform of trade and economy between the Macao SAR and the Mainland, as the platform of communication between China and the Portuguese-speaking countries, and as an international movie-making base. Summary:

It is one of the “One Country, Two Systems” research reports conducted in 2012. Constructing a sunshine government and combating bribery is a practical issue faced by governments nowadays. The Macao SAR Government has enhances its strength in combating bribery ever since the establishment of the SAR. However, there is still a lack of related researches on the SAR’s cooperation with other places, especially with the Mainland, on the issue. The authors compare the similarities and the differences of the history of bribery, the specific legislations, law enforcement and jurisdiction between Macao and the Mainland, while analyzing the strengths and weaknesses in combating bribery in these two places. The report starts with the literature review of the bribery prevention theory in criminology. Then, with a number of case studies under the existing criminal legislation system and the judicial system, the authors conduct a comprehensive study of the cooperation of combating bribery between the two places, provide a viable mode of cooperation in the fight against bribery, and propose other suggestions of auxiliary measures.
