Quality Assurance of Cross Border Higher Education in Australia and China

Cross Border Higher Education (CBHE) has been represented as ever more central to the flourishing of industrially advanced and developing nations alike. The robustness of quality assurance systems is of great concern to both providers and importing countries. The paper first provides an overall picture of Australia and China’s QA processes in CBHE, though the scale and character of each higher education system differ from each other. Secondly, it outlines the consistent chain of legislative framework of Australia and China as cases’ study on both educational provider and recipient. Thirdly, it focuses on the description of three points as the exporter and importer ’s standards, the principle of partnership and the idea towards for-profit or non-profit, as expressed in selected documents from both countries. Fourthly, the article makes a comparison of QA policies on CBHE, from the perspective of similarities, differences, and issues between Australia and China. Finally, inferences and insights from the analysis are derived that may enhance understanding of policies pertaining and we investigate how relationships between the exporter – importer- country’s culture, customs and international student populations are represented.

 

Yurong Qin
Professor and Master’s supervisor in Foreign Languages College of Guangxi University, she majored in Foreign Language Linguistics and Applied Linguistics for her Master’s degree and Comparative Higher Education for her PhD. Her main research focuses are Intercultural Communication and Comparative International Higher Education. In recent years she has led 4 programmes including NSFC (Natural Science Foundation of China) , at MOE and Provincial level. 36 papers have been published at the National and Provincial level, among which 15 papers were in the top key Journals of China. In 2010, she was awarded the Second Prize of Excellent Achievement Rewards in Guangxi Social Science for one of her works. She was a visiting scholar in the Faculty of Education and Social Work, the University of Sydney Australia, in the 2013-2014 academic year, working with Prof. Anthony Welch.
