MPI held Online Seminar on “Public Policy in the Practice of ‘One Country, Two Systems’”

In order to bring together experts and scholars of different disciplines to discuss the theoretical and practical aspects of the new issues arising during the implementation of the “One Country, Two Systems” policy, including matters covering the central-local relationship, anti-pandemic cooperation mechanism, public health, coordination of economic and social development, and national security, the “One Country Two Systems” Research Centre of the Macao Polytechnic Institute (MPI) held an online seminar on “Public Policy in the Practice of ‘One Country, Two Systems’” on 21 July 2020. The online seminar attracted more than a hundred interested parties, and the Seminar was lively and interactive.

In her welcoming speech, Lei Lei Na, Director of the “One Country Two Systems” Research Centre of MPI stated that as a result of the successful implementation of “One Country, Two Systems”, “Macao People Ruling Macao” and a high degree of autonomy, the Macao Special Administrative Region has smoothly entered its third decade of development. Even though the sudden pandemic and the complicated ever-changing domestic and international developments have brought unprecedented challenges to the new government and the Macao society, the only scientific choice is to carry forward the spirit of innovation, to adhere to the direction of governance in accordance with the law, to develop a visionary policy, as well as to continuously improve the capabilities and philosophy of governance. The SAR government must place more emphasis on understanding public sentiments and pooling public wisdom and upholding the “people-oriented” principle, in order to introduce an institutional blueprint that is both comprehensive and far-sighted for the local community.

More than a dozen experts and scholars of different disciplines shared their insights; speakers included Professor Chen Xinxin, the Institute of Law of the Chinese Academy of Social Sciences; Professor Shi Jiayou, Renmin University of China Law School; Professor Qin Aolei, the School of Law of China University of Political Science and Law; Professor Zhu Yingping, the Law School of East China University of Political Science and Law; Professor Yang Jiejun, the School of Law, Humanities and Sociology of Wuhan University of Technology; Associate Professor Sun Ying, the School of Law of Sun Yat-Sen University; Professor Tu Guangjian and Senior Instructor Kong Wa, the Faculty of Law of the University of Macau; Professor Li Xiaoping and Associate Professor Zhu Shihai, the Faculty of Law of Macau University of Science and Technology; Assistant Professor Zhou Long, Representative of Professor Ip Kuai Peng, and Assistant Professor Li Hongjiang, the School of Law of City University of Macau; Professor Xu Chang, Associate Professor Li Yanping and Ji Chaoyuan of the “One Country, Two Systems” Research Centre of MPI. The Seminar brought new ideas and concepts to the Macao SAR in order to promote the SAR governance system and governance capacity that are compatible with the practice of “One Country, Two Systems” so as to jointly facilitate the growth of the Macao SAR in a new era, thereby to safeguard the interests of national sovereignty, security and development, to ensure the long-term prosperity and stability of the Macao society, and to ensure that the practice of “One Country, Two Systems” continues to move forward in a positive direction.
