Prof. Fanzhou is the Director of Faculty of Economics and Management of Communication University of China and Dean of Cultural Development Institute. At the same time, he is also the Dean, Professor and Ph.D. Student Advisor of the Development Institute of Xiong'an Campus. Besides, he is the Director of Cultural Industry Expert Committee under the Ministry of Culture, member of "the 13th Five-Year" Plan Expert Committee under the National Development and Reform Commission, Director of the National Cultural Reform and Development Institute of the Ministry of Culture, expert of the National Art Fund Planning Expert Committee, The leader of Compilation Task Group of "Cultural Development Plan of One Belt and One Road Initiative, Ministry of Culture (2016-2020) ".

Lastly, he is one of the members of Drafting Committee of the Public Cultural Services Law (NPC), and team leader of Beijing-Tianjin-Hebei Cultural Industry Coordinated Development Drafting Team.
